Abstract
This study aimed to identify the levels of investment in human capital, tourism
development and hotel services provided by some hotels in the western Algerian states, and to
check the statistical significance of the relationship of investment in human capital and its
dimensions (planning- employment- education and training- governorate) at the level of
services provided by the hotel institutions under study, the impact of both investments in
human capital and the level of services on tourism development, and to examine the extent to
which services mediate between investment in human capital and tourism development in the
sample of the study.
To achieve these objectives, answer the study questions and verify the proposed
hypotheses, we had conducted a survey with the aim of adjusting the basic study tool of the
questionnaire and verifying its sincerity and consistency, which was distributed to the study
sample (198 questionnaire). The SPSS relied upon, and some statistical methods were used to
test the hypotheses of the study.
The study found the following findings:
-The interest of the hotels under study in investment operations in human capital such as
planning, employing education, training and preserving their human capital, offset by the
distinction in the level of services provided to tourists working to achieve tourism
developmer.
-There is a statistically significant correlation between investment in human capital and the
level of services provided by the hotel institutions under study;
-There is a statistically significant impact between the distinction between the level of
services provided by hotels and tourism development;
-There is a statistically significant impact between investment in human capital in hotels in
question and tourism development;
-The level of services mediates (partially mediated) the relationship between investment in
human capital and tourism development
